Both the ammo and the weapon have the same editor number. I suggest getting rid of both of them, it should be up to the moder to assign a number to them.

I don't think submissions shouldn't have editor numbers, because it can cause confusion on why that submission doesn't work when someone who doesn't know how DECORATE/ZScript works, uses a submission and it doesn't appear in the editor for some reason. I'd know that because I myself had this issue with resources on this site 2 years ago when I was starting out, and because I've seen multiple people over time ask why their Realm667 resource is broken.
Meanwhile a submission with editor numbers can be used by newbies and/or people who don't focus on scripting much or at all without being seemingly broken to them with no way of fixing it, and be entirely plug and play, no scripting of ANY kind required to get it working. And anyone savvy enough with DECORATE/ZScript can simply change the numbers on their own without issue.
As for avoiding number conflicts between different submissions with identical editor numbers, you could simply keep a list of the editor numbers of all submitted actors, and look at the list every time someone makes a submission, and if it has a matching number, tell the submitter to change it. So that way someone won't put two submissions with identical numbers together and have problems.
