[UPDATE] Napalm Launcher was created by Blue Shadow

Updated submission: Napalm Launcher

Changes:

Fixed: The ammo pickup caused the engine to lock up.
Fixed: When not having enough ammo for the altfire mode, any attempts to use said mode resulted in the weapon lowering and raising.
Got rid of "NULL" as a sprite name for "no sprite".
Fixed a typo in the pickup message of the ammo pickup.
Commented out the SpawnID (it was using the Rocket Launcher's).
Moved weapon slot setting from KEYCONF to DECORATE, and as such, KEYCONF was removed.
Converted sprites to PNG (optimized) and sounds to OGG.
Added INFO and CREDITS lumps.
General code formatting and cleaning up.
