Using R667 stuff in non doom projects was created by EndHack
Wasn’t sure where exactly to put this so I plopped it here
So I was wondering how exact I can use these resources would it be fine to use in a duke nukem mod or a quake mod or something completely different like something like Minecraft or terraria mod?

There isn't a rule or policy that restricts usage to mods for Doom and Doom engine based games (Heretic, Hexen and Strife) only. And personally, I don't see why there should be. What the resources are used for is up to the modder.
